I’m sorry but the sentece IS correct in German, it’s just colloquial!
"does not know whom to love and whom to hate"
The complete sentence would be:
"Er/Sie weiß nicht, wen sie lieben und wen sie hassen soll."
= He/She does not know whom to love and whom to hate.
"do not know whom they love and who they should hate"
I don’t know who or what it pertains to.

White Not whom it to love and whom she is to hate.
Not sure what it means, white could mean write. I used the babel fish translator to translate it. Here’s a link. Hope This helps!

"weiss nicht wen sie lieben und wen sie hassen soll"
This sentence actually isn’t a right German sentence, That’s like to German-English translate with a translator.cuz it hasn’t right grammer.
It’s my knowledges in this 11 years that i speak German:
1. Soll ( from v. Sollen) = Shall or Should in English.
2. Soll stand before a verb.
3. If that’s a interrogative sentence, always verb stand before subject.
and Soll stand before verb & subject.
Example:
soll ich mitkommen? = shall I come too?, do you want me to come?
Now right sentences:
(sie) wissen nicht, wen soll lieben sie? und wen soll hassen sie?
(you) don’t know, whom should you/they love? and whom should you/they hate?
(sie) weiß nicht, wen soll liebt sie? und wen soll haßt sie?
(she) don’t know, whom should she love? and whom should she hate?
Don’t know how much i can help?
Native Germans!, excuse me if i can’t explain that properly.

that lengthy answer is mainly right. There is no subject in this sentence, but as there is a sie in the rest i think the sentence originally started with sie too
(she) doesn’t know whom she should love and whom she should hate
wen = whom (object), and not wenn (when)…
