is money transfer safe when purchasing products from ebay?

if not how can you make a report about this issue. my friend bought something from ebay.ph and until now she havent received it.

Does she have good contact with the seller or has he been stiffing her since the beginning? I think in "MyEbay" you can report the item as not received. Other than that I wouldnt know.

    That isn’t the fault of eBay, it’s the fault of the seller she bought it from. And how did she pay for it? The buyer needs to go back to eBay and find the place to make a complaint. Complaining about it here won’t help her.
